需求与供给分析视角下教育设施布局规划指标体系构建--以南康市中心城区中小学布局专项规划为例

摘要

在城乡一体化加速推进的今天，传统教育设施布局规划指标系统已经难以适应因城市人口构成和设施场地建设条件不同而带来的差异化发展。因此，为了寻求教育设施需求与供给平衡，应建立合理的教育设施布局规划指标体系，以实现对教育资源的科学化布局。研究以南康市中心城区的中小学教育设施布局专项规划为例，重点对生均用地面积和千人学生数这两个决定教育设施需求与供给平衡关键的指标的推导过程进行研究；在以空间模拟布局为基本依据、以案例样本为校核数据、以相关规范研究为下限控制的严谨推导基础上，科学确立生均用地面积标准，并基于人口与城镇建设特点的研究，通过现状趋势外推、人口出生率推导和各年龄段人口构成分析三种方法合理估算各学龄段千人学生数。%Traditional educational facilities layout planning system cannot meet fast urban development needs due to population composition and site conditions. Therefore, to balance demand and supply, a reasonable educational facilities layout planning indices system shal be established. In Nankang central city junior and high school education layout plan, the author studies two major indices:land use per student and student number per thousand people, based on spatial simulation, sample statistics, and present population number and composition.
