供给侧结构性改革视角下城市用地功能布局优化策略

摘要

中央经济工作会议指出,2017年需抓住深化供给侧结构性改革的主线,结合各地、各部门、各行业的具体情况,采用理性的、定制化的"供给管理"方案,突出重点,统筹协调.按照中央提出的深化供给侧结构性改革的方向,文章首先分析了2016年各地供给侧结构性改革在城市规划领域取得的成效,以及需求侧导向下我国城市用地功能布局仍存在的问题;其次结合产业生命周期理论、经济外部性理论、土地竞租理论和供给侧结构性改革理论来揭示问题的成因,以及如何通过深化供给侧结构性改革,实现城市用地功能布局方面的优化;最后结合当前我国城市建设中面临的实际问题,提出深化供给侧结构性改革、优化城市用地功能布局的规划策略.%The central government has required rational and customized supply side reform in 2017. The paper analyzes theperformance and problems of supply-side structural reform in urban planning in 2016, discusses the underlying reasons and land uselayout improvement with life circle theory, externality theory, rent theory, and supply-side structural reform theory. Finally the paperputs forwards supply-side structural reform suggestions with respect to practical problems.
