中俄东部边界近距离观察与思考

摘要

The Sino-Russian borderline stretches as long as 4 300 kilometers,which has not been demarca-ted due to various reasons until the beginning of 21st century,when both countries reached a boundary set-tlement in the end.In late August 2015,the staff of Center for China Border Security (CCBS)has formed a research group and went to Harbin as well as other border cities like Mohe,Fuyuan,Hulin,Mishan and Suifenhe to make a special investigation.During the investigation,special researches on the execution of border agreement,the safety issue in the northern border,border trade situations,the development and change in politics and society and the primary implementation of the Belt and Road construction has been carried out.In conclusion,the safety situation in the eastern Sino-Russian border is basically good from a macroscopic perspective;the development of border trade still faces challenges;the understanding and rec-ognition in both countries especially the border area still needs to be pushed forward;and the practice of the Belt and Road construction has to be adjusted according to local conditions.%中俄东部边界长约4300公里，由于种种原因，直到21世纪初两国才最终划定并勘界完毕。2015年8月中下旬，中国政法大学中国周边安全研究中心研究人员组成调研组，亲赴黑龙江省哈尔滨市以及中俄边境城市漠河县、抚远县、虎林市、密山市和绥芬河市等边境地区，围绕边境协定的执行，东部边界是否安泰，边境地区的边贸情况，政治社会发展变化，以及“一带一路”建设的初步落实情况等问题进行专题调研。我们的初步印象是中俄东部边境地区的安全状况基本良好，双边的边贸关系发展面临挑战，两国民众特别是边民间的认知尚待深化，“一带一路”建设的落实情况还须因地制宜。
