军队医院护理管理组织结构的调查

     

摘要

目的 了解目前军队医院护理管理组织结构的现状及存在的问题.方法 编制军队医院护理管理组织结构调研表,采用问卷调查的方法,对32家军队医院护理管理组织职能情况、护理管理组织结构现状、护理管理流程现状、护理人员管理现况及其他建议等进行调查.结果 (1)护理管理组织职能定位不全面,全体专家对"提高护理服务质量"和"提高护士岗位技能"认同感较高;(2)护理组织结构不健全比较突出,在是否设立护理部、总护士长及各类管理和专业组织上认识差别显著;(3)护理人员管理制度不配套比较突出,设立薪酬和层级管理制度的医院比例偏低;(4)护理流程不完善依然存在,各级人员对质量管理、教学培训流程认同率较高,而护理成本管理和问题管理流程认同率较低.结论 进一步强化护理管理组织职能定位是更好发挥管理效能的重要保证,进一步完善护理管理组织结构是适应现代化医院功能任务的客观要求,进一步加强护理人员管理制度建设是护理专业建设发展的迫切要求,进一步重视护理管理流程改造是履行护理管理全方位职能的关键.%Objective To explore the current situation and existing problems of nursing management organization structure of military hospitals.Methods The research table of nursing management organization structure in military hospitals was developed to investigate the nursing management organizational function, nursing management organization structure status, nursing management flow status, nursing staff management status and other suggestions of 32 military hospitals, using questionnaires via mailing.Results (1) Nursing management organizational function orientation was not comprehensive.All the experts had higher sense of identity to improve nursing service quality and the nurse's post skills.(2)Imperfect nursing organizational structure sounded more prominent.Significant disputes were observed with regard to whether establishing total head nurse and different kinds of nurses, management and professional organization.(3)Nursing staff management system was not well coordinated with each other.Few hospitals developed their salary and hierarchy management system.(4)Nursing process remained incomplete.The staff at all levels had high approval rates in quality management and teaching training process, and low approval rates in nursing cost management, problem management processes.Conclusion The functions of nursing management organizations should be further enhanced: to better guarantee the effectiveness of management.The nursing management organization structure should be further improved to adapt to the objective requirement of the task of modern hospitals.The nursing staff management system construction should be further strengthened for the nursing professional construction development of urgent requirements.Greater attention should be attached to the nursing management process reform,which is critical to fulfill all the all-round functions of nursing management.
