培育新型职业农民，发展集约化、规模化、科技化、可持续化发展的现代农业是缓解当前农村空心化、老年化、“无人种地”等问题的重要手段。从新型职业农民胜任素质的概念定义入手，构建了基于ANP法的量化测度模型。并利用调研数据对模型的科学性进行了验证性分析，结果表明，模型具备较高的科学性。由于农业社会生产是一个动态变迁的过程，新型职业农民的胜任素质也不是一成不变的，而应该是动态发展的。因此，各地区政府应逐步完善相关制度建设、加强宣传以提升农民法律意识、树立典型示范以带动学习、鼓励多方主体参与帮扶等手段以逐步促进新型职业农民胜任素质的提升。%It’s an important mean to develop science&technology,scale,intensive and sustainable modern agriculture by cul-tivating new professional farmers, meanwhile it will alleviate the current rural problems such as hollowing out, aging, and etc. The paper gave a definition to the competency of the new professional farmer ,and constructed a model to measure the compe-tency of a new professional farmer by ANP. The Empirical analysis by using the peasant household survey data showed that the model was scientific. Because the agricultural society production is a dynamic change process ,the competence of a new professional farmer is also not invariable, but dynamic. Therefore, regional authorities should perfect the relevant system con-struction gradually,and strengthen the propaganda to enhance the farmers’ legal consciousness, and set up the typical demonstration to drive learning,and encourage various main to participate actively in supporting farmers to promote the com-petency of new professional farmers.
