集体建设用地基准地价评估体系框架构建

         

摘要

It is of great significance for building a set of effective collective construction land price evaluation system. This paper argues that as for the assessment of collective construction land prices, we must define the connotations of benchmark land price scientifically, and analyse its price structure in precise term according to the principles of exploring the nature, respecting the reality, reflecting differences, and putting people first. Three technical ways adopted for collective construction land price evaluation include the sampling point land price method, urban state-owned land datum value method, and cost method. This paper proposes that in practice, these issues such as the land quality evaluation, cost structure, land value-added income, modified index selection, and the quantitative method of correction factor should be given intensive study.%  建立一套行之有效的集体建设用地价格评估体系意义重大。评估集体建设用地价格应科学界定集体建设用地基准地价内涵、准确分析其价格构成,以“挖掘本质、尊重现实、体现差异、以人为本”为评估原则。对集体建设用地价格评估可采用三种技术路线,即:样点地价法、城镇国有基准地价修正法和成本法。在实际操作中应深入研究土地质量评定、成本构成、增值收益,以及修正指标的选择、修正系数的量化方法等方面的问题。
