围绕“通过公众参与规划环评化解社会矛盾”这一主题,包括什么是邻避设施和公众参与(公众参与的起源)、为什么需要公众参与(公众参与的意义与理论基础)和如何在规划环评中开展公众参与等问题进行了初步探讨。研究认为,规划环评是各相关方沟通、交流、协商以达到价值共识的过程,通过公众参与规划环评,让公众对与规划相关的环境影响、环境问题有一个全面、客观的认识,是取得公众尤其是受到不良环境影响的公众理解、支持的重要手段,也是从源头预防、化解可能因规划实施导致的不良环境影响及其进一步引发的社会稳定风险的有效途径。%This paper focused on public participation in planning EIA(Environmental Impact Assessment) to resolve social conflicts,including what is NIMBY(Not in my backyard) facilities and public participation (the origin of public participation), why the public participation (its significance and theoretical foundation)is needed,how we carry out public participation in the planning EIA and other issues. Planning EIA is a platform on which all relevant parties may communicate, exchange and negotiate in order to reach consensus on values through public participation. The public may get a comprehensive and objective understanding of environmental issues through participating in the planning EIA. Public participation is an important means to obtain the understanding and support by the public especially the adverse environmental impact public. Public participation is also an effective source prevention way to prevent and defuse the adverse environmental impacts and social stability risk that may be a result of the planning implementation at the initial stage.
