据调查分析,在城镇化背景下,我国城乡义务教育教师流动呈现出无序失范、单向失衡和比例失调等特征,从而导致了农村学校教师队伍不稳定、师资总量不足和师资结构不合理等问题。其主要原因在于城镇化导致城乡教师供求关系发生变化,农村教师经济待遇低下,农村学校管理不当,家庭本位观念和个人职业发展预期过高的影响,以及教师流动政策实施不到位等。为此,必须提高农村教师的经济待遇,改善农村学校管理,加强教师流动的政策引导和规范,多渠道吸引优秀教师到农村任教。%According to the survey and analysis, the teacher flow of compulsory education in our country re-flects some characteristics of disorder, unbalance and disproportion in the condition of urbanization. These have already caused that the rural teacher’s troop is unsteady, teachers’ total amount is shortage, teacher troop’s structure is not reasonable. The main reasons are that the relation between supply and demand is varie-ty because of urbanization, rural teachers’ economic treatment is low, the management in rural school is not appropriate, the influence of Home Basis Idea and personal occupation development expectation, and the teacher flow’s policy implementation is not efficiently enough. For this, we should have to raise the rural teacher’s economic treatment, improve the management in rural school, strengthen the policy guide and norm for teacher flow, and adopt many measurements to attract the excellent teachers to rural school.
