法人化以来日本国立大学发展:基于校外人士参与办学的视角

摘要

自2004年国立大学法人化开始，校外人士以“局内人”的身份参与到国立大学发展与营运中，由此揭开了校外人士参与国立大学办学的新历程。目前，校外人士在参与国立大学办学过程中，以局内人的身份，以民间管理模式给国立大学的发展与办学带来了契机与活力，培养了国立大学适应市场的自主办学能力与社会竞争意识，大学也由此引入了“源头活水”，打破了大学与社会的藩篱。但以政府、产业界为代表赞成派与以国立大学协会、大学教授为代表的反对派一直围绕校外人士参与办学不断展开各种争议%　　Since the year of 2004,the external social forces are widely participation of the National University, to be an unprecedented development. As it may impact the National University traditional academic freedom, Facing the status of participate in the National University School in Japan.combining the actual situation of public universities in China, the social environment, We must establish a rational strategy.
