“中国模式”高等教育分层治理的理论框架及模式选择

摘要

Hierarchical governance is the core issue in current revolution and development of China’s higher e-ducation. The rise of“China Model”calls for corresponding higher education governance system. In the context of China’s deepening reform in an all-round way,the single structure of higher education governance should be trans-formed to a hierarchical pattern in order to break the awkward situation caused by single governance, to construct the theoretical framework of hierarchical governance in higher education,and to construct a diversified“autonomous”,“balanced”and“permeable”higher education governance model in accordance with the functional orientation of dif-ferent subjects.%分层治理是当前国内高等教育改革发展的核心问题。“中国模式”的崛起呼唤与之匹配的高等教育治理体系，在中国进入全面深化改革时代的语境下，高等教育治理应从单一的治理结构向分层的治理结构转型，打破单一治理形态困局，建构高等教育分层治理的理论框架，依据不同主体的功能定位，建构“自主型”、“均衡型”、“渗透型”等多样化的高等教育治理模式。
