我国高等职业教育政策的演进、问题与调适

         

摘要

With the development of our country economy and industrial structure adjustment,the development of social economy and higher vocational education in the field of benign,science policy are inseparable. From the point of our country’s higher vocational education policy text,since the reform and opening up,we mainly experienced the ini-tiation exploration,development and connotation construction three important stages of development. From the per-spective of the three stages of development,of which the relevant policies to accelerate the development of higher vo-cational education in China has played a very important role. In the development of the reality,however,there still ex-ists some issues such as no fitness between text and practice,the policy of existing operational and scientific weakness and policy orientation and location of the reality of deviation. From the perspective of the debugging path of the future, our country should begin from the perspective of feasibility to gradually promote the development of higher vocational education policy,further enrich and perfect the higher vocational education policy measures such as the support of the security system to ensure the benign,healthy development of vocational education.%随着我国经济的发展与产业结构调整,社会经济的发展与高等职业教育领域中的良性政策是密不可分的。从我国的高等职业教育政策文本来看,自改革开放后主要经历了萌生探索、发展、内涵建设等三个重要发展阶段。从这三个发展阶段来看,其中相关政策对推动我国高等职业教育发展起到了十分重要的作用。然而在现实的发展中,仍然存在着政策文本与实践之间的非契合、政策本体存在操作性与科学性的短板以及政策取向与定位的现实偏差等问题。从未来的调试路径来看,我国应从可行性视角逐步提升高职教育政策的发展、进一步丰富与完善高等职业教育政策的支持保障体系等方面来保障职业教育的良性、健康发展。
