学前教育倾斜政策对于缩小城乡学前教育差距,解决农村学前教育资源匮乏问题具有重要意义.对面向农村地区的学前教育倾斜政策进行价值分析,发现在价值选择上以实施弱势补偿为出发点,选择行为特征为随偏远贫困程度越深倾斜力度越大;在合法性层面倾斜政策符合教育公平原则,发挥了学前教育的公益性;在有效性上农村地区学前教育发展已取得一定成效,但有待进一步提高.%The preferential policy to preschool education in rural areas is of great significance for narrowing the gap between urban and rural preschool education.To analyze rural preschool education tilt policy from the content perspective of value choice,legitimacy,validity,we can find that the preferential policy takes the implementation of the weak compensation as the starting point,the choice behavior was characterized that the intensity of the preference increases with the distance and the degree of poverty. On the level of legitimacy,preferential policy conforms to the principle of educational equity,and gives play to the public welfare of preschool education.On the effectiveness,the preferential policy has brought about some achievements for the development of preschool education in rural areas,but it needs to be improved further.
