整合卫生服务的发展历程及内涵解析

摘要

人口老龄化、疾病谱转变、居民健康意识提升给卫生事业的发展带来了新的挑战，同时，卫生系统内服务能力不足、机构间缺乏协作、卫生费用上涨以及满意度下降导致服务体系难以满足居民就医需求。随着社会的发展，我国同样会遇到欧美国家卫生系统中面临的问题，整合卫生服务是我国卫生服务体系改革的新方向。整合卫生服务是一种以患者需求为导向，通过资源整合、服务整合与制度衔接为患者提供连续、高效、有针对性的服务。卫生服务体系要基于整合卫生服务的理念，通过多方的参与、合作，探索机构协作的机制与模式，以提供整合的卫生服务，向整合卫生服务体系发展。%Reviewing the international development process and the practices of integration care, this paper puts forward the connotation of integration care, explores the purpose and significance of integration care.With the development of the society, China will also encounter the problems which exsists in the health service systems of Europe and the United States , integration care is a new direction of health service system reform.Integration care is a kind of guidance based on the demands of patients, by resource integration;service integration and system cohesion, it provides patients with continuous, high efficient and targeted services.Based on the thinking of integration care, through the participation and cooperation between managers and suppliers, health service system explores the organization collaboration mechanism to provide integrated care, to build an integrated health service system.
