优质医疗资源下沉县级医院现状研究

摘要

The high quality medical resources sinking into county public hospitals is the focus of medical reform which has improved the service and skills of public hospitals of the counties and that is also beneficial to implement hierarchical diagnosis and treatment system.This paper analyzed the models and the situation of the high quality medical resources sinking into county public hospital,and found some problems in the process of medical resources sinking,such as difficulty in transferring funds and materials,passive attitude of mandated hospitals,incomplete serving policies and poor dual referral.The paper put forward some feasible solutions,such as building close cooperation model,establishing a sound management system,building information integrative platform and absorbing social investment.%优质医疗资源下沉县级公立医院是医改工作重点,有利于提升基层医疗机构服务能力和技术水平,落实分级诊疗.本文分析了我国优质医疗资源下沉县级医院的模式及现状,发现存在下沉困难、主体缺乏积极性、配套机制不健全、双向转诊不畅通等问题.在此基础上,提出建立紧密型合作模式、完善医院管理体制、搭建信息一体化平台、鼓励社会资本参与等建议.
