政府购买图书馆服务的政策执行机制研究

摘要

政府购买图书馆服务政策的效果与政策执行过程密切相关,文章通过文献梳理和实地调研,对政府购买图书馆服务政策执行过程中遇到的问题进行分析,建立了一套促进并保障政策执行的动力、承接、激励、评估、监督和合作机制,并对各个机制内涵、学理因由、重要环节等进行阐述,在建立和完善政府购买图书馆服务政策的法律体系、提升社会组织承接能力、加强政策工具的遴选和导向、不断提升图书馆服务质量等方面提出相应的对策.%The effectiveness of the government purchasing library service policy depends on the policy implementation. Through literature review and field investigation, this article analyzes the problems encountered in the implementation of the government purchasing library service policy, and establishes a set of mechanisms to promote and guarantee the implementation of the policy, to undertake, encourage, evaluate, supervise and cooperated, and to elaborate the connotation, reason and important link of each mechanism. The corresponding countermeasures are put forward in the aspects of establishing and perfecting the legal system of the policy, promoting the capacity of the social organization to undertake, making clear the selection and guidance of the policy tools, and improving the service quality of the library.
