我国土地征收政策与世界银行非自愿移民政策比较

摘要

The policy of land expropriation in China and the non-voluntary immigration policy of the World Bank have common and significant differences.China land expropriation policy and the World Bank non-vol-untary immigration policy goal is consistent,is to ensure that the living standards of farmers is not reduced, the long-term livelihood security,are required to give priority to agriculture resettlement way,and stressed that public participation and information disclosure;but both in policy applicable scope,compensation standard, land acquisition documents,to the disadvantaged groups the degree of concern,resettlement work of monito-ring and evaluation are different.%我国土地征收政策和世界银行非自愿移民政策存在共同点和显著的差异性。我国土地征收政策和世界银行非自愿移民政策的目标是一致的，都要保证农民生活水平不降低、长远生计有保障，都要求优先选择农业安置方式，并且强调公共参与与信息公开；但两者在政策适用范围、补偿标准、土地征收文件、对弱势群体的关注程度、移民安置工作的监测评估等方面存在差异。
