国家语言战略视角下的航海类人才外语能力培养方略

摘要

Language strategy involves maintenance and development of national interests.How to improve national language abilities becomes a key element and practical issue of satisfying national strategic needs and promoting na-tional strategic development.Pilots known as “the first image at the aquatic gate to the country”constitute an im-portant part of maritime personnel.Pilots implement compulsory pilotage on foreign ships to safeguard national traf-fic rights on behalf of the state.Cultivating pilots’abilities for foreign language use,especially abilities for multi lin-gual abilities,asks for increasing requirements for foreign language abilities from the source of recruitment.Mean-while,on-job training and education should also be attached much importance to,which includes taking advantage of and creating environment for foreign language study,strengthening oral training of English for piloting purpose, mastering characteristics and usages of English for piloting purpose,as well as expanding piloting business knowl-edge.This will not only help pilots to carry out piloting tasks without incurring accidents,but also be conducive to the implementation of the national language strategies.%语言战略涉及国家利益的维护与拓展。提升国家语言能力成为满足国家战略需求、推动国家战略发展的要素与现实议题。被称为“水上国门形象第一人”的引航员是航海类人才重要组成部分，代表国家对外国籍船舶实施强制引航以维护国家航权。培养引航员外语能力，特别是培养其多语种能力，需要从人才引进源头入手，提高对外语能力的要求。同时抓好在职培训与进修，包括善用并营造外语学习环境，强化引航专业英语的口语化训练，掌握引航专业英语的特点和用法，扩充引航业务知识。这样做既有利于开展工作减少事故发生，也有利于将国家语言战略落到实处。
