Based on the comparable discussion between Zhejiang Province and South Korea , after fully understanding and analyzing the development process and characteristics of Korean higher education , several strategies have been put forward for turning Zhejiang Province into a strong province of higher ed-ucation:To develop high-quality higher education by means of concentrating superior educational re-sources;To adjust the structure of universities by taking the opportunity of industrial transformation and upgrading;To fully develop private higher education by means of mobilizing the enthusiasm of non-gov-ernmental power;To consummate the governance structure of universities and run higher education in ac-cordance with the law strictly .Thus the higher education of Zhejiang Province is able to achieve further breakthroughs from being big to being strong , enhance its influence as a strong province of higher educa-tion and take the head in achieving the goal of educational modernization in China .%基于对韩国和浙江省两地区的可比性论述，在充分认识和剖析韩国高等教育发展历程与特征后，提出浙江建设高等教育强省的战略：集中优势资源大力发展优质高等教育；以产业转型升级为契机积极调整大学办学结构；调动民间办学积极性，做大做强民办教育；完善大学治理结构，严格依法办学。由此实现从大到强的进一步突破，增强高等教育强省的影响力，在全国率先达到教育现代化的目标。
