大学治理与民办高校的着力点

摘要

University governance is an old and new topic , and until today , it is still a scientific subject .This paper reviews the e-volution of university governance , and analyzes the background and reasons for the transition of modern universities from “man-agement” to“governance”.It then makes recommendations on the contents and paths of university governance in non -governmen-tal institutions of higher learning:accelerate the overall design of the national system of governance for non -governmental institu-tions of higher learning;clear the responsibilities and rights of stakeholders;formulate development policies;effectively address the autonomy of non-governmental institutions of higher learning;and improve their internal governance structure .%大学治理是一个古老而又新鲜的话题，直至今天，大学治理仍是一门学问。文章回顾大学治理的演进过程，分析现代大学从“管理”走向“治理”的背景和原因，就我国民办高校治理的内涵和路径提出建议：加快民办高校治理国家制度的总体设计，明确利益相关者的责任和权利，制定民办高校的各项发展政策，切实解决民办高校的办学自主权，完善民办高校的内部治理结构。
