在我国经济和城市化发展较快的东部地区,城市用地供需矛盾显得尤为突出,而现行的土地政策没有考虑到不同区域之间城市用地供需结构的比较优势.利用因子分析法和两系统分析方法,对2001-2008年间浙江省11个城市建设用地供给和需求因素进行了定量分析.结果显示:浙江省各个城市之间在对建设用地供求结构方面存在显著的空间差异,并据此提出了根据区域差异调整土地利用和保护政策的建议.%The indiscriminate protection policy of cultivated land and construction land quota allocation policy run counter to the efficiency of the basic principles of economics, it seemed distinguished in eastern regions where economic and urbanization developed fast. By utilizing factor analysis and two systematic analysis methods, it was made a quantitatively analysis of 11 cities in Zhejiang Province, 2001 -2008, for urban construction land supply and demand factors. The result of analysis showed that: significant differences existed among the construction land between supply and demand structures of Zhejiang cities. Policy recommendations were suggested based on regional differences in land use and protection policies.
