浙江省基层实施知识产权战略调研报告--以宁波杭州湾新区和温州市鹿城区为例

省委十三届三次全会在《关于全面实施创新驱动战略加快建设创新型省份的决定》中作出“加大知识产权保护力度”的重大部署，明确提出“努力成为知识产权创造、运用、保护和管理都走在前列的省份”的目标要求。课题组①围绕创新驱动战略的重要组成部分知识产权战略，从基层知识产权制度建设入手，以新兴产业集聚区宁波杭州湾新区和“国家知识产权强区工程示范区”温州鹿城区为主要调研对象，探讨浙江基层更好推进知识产权战略实施的体制机制，着力提升知识产权战略的实施环境。%Three plenary session of the thirteen Provincial Party Committee makes decision and actions plan on strengthening the protection of intellectual property rights in“The Decision on Full Implementation of Innovation Driven Strategies to Speed up the Construction of an Innovation Oriented Province”. And it proposes the target of IPR creation, application, protection and manage-ment taking advanced line. Beginning with the construction of intellectual property rights system, and taking Ningbo-Hanghzouwan Newly Developed Area (new industrial agglomeration area) and Wenzhou Lucheng Area (The State Intellectual Property Demonstra-tion Area Project ) as research object, the research group centers on intellectual property rights strategy, which is one important compo-nent of innovation driven strategy, and explores the better system of promoting intellectual property strategy implementation and hoists the environment for it.
