从中国文化的特征看当今中国公德建设

摘要

Traditional Chinese societyis based on ethical relationships,and in these ethics there is nolack of principles on＂public＂,but the traditional＂public＂ carries meanings quite different from the concept of the word in modernti mes.＂Public morality＂is divided into the two aspects of active participation and non-action.In modern society,the basic meaning of＂public morality＂is placed on the aspect of non-action,or the respect of the fundamental rights of individuals in social and public spheres of life.China＇s Market Economy needs new corresponding morality,a feasible and most widely accepted morality.Such public morality is Bottom-line Ethics,a set of basic conduct ethics for everyone of the society.Bottom-lineethics demands man to performnon-action,or the duties not to infringe other＇s legiti mate rights.%中国传统社会是一种伦理本位的社会,其伦理原则尽管不乏＂公＂的提法,但与现代意义上的＂公德＂观念相去甚远。＂公德＂有积极参与和不作为两个层面的涵义。在现代社会,最基本意义上的社会公德指涉的是＂公德＂的不作为涵义,即在社会公共生活领域中对个人基本权利的尊重。当今中国社会主义市场经济建设需要与之相适应的道德,这样的道德应该是一种具有最广泛受众和可行性的道德,这种社会公德的内涵是底线伦理,即人们必须遵守的一些最起码或最基本的行为伦理规范。这种底线伦理要求人们履行的正是不作为,对他人正当利益不加侵害的义务。
