荷据时期台湾地方会议制度

摘要

The local conference was the primary means of Dutch colonial authorities to dominate Taiwan minority nationalities during the colonial period. By holding the local conference,the Dutch put in practice the implementa-tion of village elders rotation system to control the elders of villages. The local conference solved a number of issues such as the peopleˊs daily behavior standards,the internal coordination within village,disputes between villages, places for residence,the migration of the Hans and the relationships among village communities.%地方会议是荷据时期殖民当局统治台湾少数民族的主要手段。通过召开地方会议，荷兰人实行村社长老轮换制度，并通过长老对村社实施有效控制。地方会议解决了民众的日常行为准则、村社内部关系的协调、村社之间纠纷的处理、居住场所的迁移、汉人的活动及其与村社关系等一系列问题。
