20世纪90年代是俄罗斯经济由计划经济向市场经济的转型期。因中央财政预算赤字和下拔资金的缩减、税率过高等因素，导致俄罗斯远东工农业生产持续下滑、地区总产值下降、消费指数过高、通货膨胀严重、人口大量流失等诸多问题。为探求经济发展的新路径，俄罗斯远东应进行产业结构调整，更新老化设备，建立现代化的生产工艺流程，同时积极扩大就业，改善住宿和交通条件，提高居民生活福利，这无疑为中国图们江区域开发与合作提供了机遇。%Russia has experienced a period of transformation during 1990＇s from planned economy to market economy. Central budget deficit, decreased capital allocation and high tax rate resulted in problems including continuous decline of industrial and agricultural production, reduced output, high consumption index, serious inflation and large losses of population in Far-east of Russia. In order to explore a new route for economic development, Russia should adjust its industrial structure, update equipment, build the processing with modern manufacturing techniques and meanwhile expand employment, perfect lodging facilities and transport conditions, and improve residents＇ welfare. All these measures will undoubtedly provide opportunities for the developmental cooperation in Tumen River Region in China.
