新疆部分中医及民族医医院人力资源配置现况研究

         

摘要

目的:了解新疆8所中医、民族医医院人力资源配置现状及其存在的问题,为促进中医、民族医医院的卫生事业发展提供参考依据。方法数据均来源于新疆维吾尔自治区卫生厅网络直报系统、2007-2012年《新疆卫生统计年鉴》;2012年从新疆97所中医和民族医医院中随机抽取8所中医和民族医医院的数据,采用 Excel2003电子表格建立数据库,采用相对数进行描述性分析。结果2011年3所中医和5所民族医院中卫生技术人员占卫生人员的比例均最高,分别为80.91%和83.55%。管理人员的比例均最低,分别为0.34%和2.29%。学历构成以大专学历人员所占的比例均最高,分别为47.81%和55.23%,硕士人员的比例均最低,分别为0.21%和0.58%。从职称结构来看初级职称人员所占的比例均最高,分别为60.21%和48.63%。高级人员比例最低,分别为12.91%和5.14%。8所样本中医和民族医疗机构卫生技术人员高、中初级职称的比例是1∶2∶7,初级所占比重最大,呈塔型。从专业结构来看护理专业人员的比例均最高,分别为45.36%和32.74%,口腔和公卫专业比例最低,分别为1.03%、1.19%和0%、0.72%。2011年3所中医医疗机构中医人员仅占卫生技术人员的20.00%,中药专业人员占2.47%,而中药专业人员占药学专业人员的40%。结论8所中医、民族医医院整体卫生技术人员结构不合理,人员编制不足,整体素质相对低,需加强医院卫生人员的优化配置,增加人员编制,完善人才队伍建设。%Objective To investigate the distribution of human resources in 8 traditional Chinese medicine hospitals and minority medicine hospitals in Xinjiang and to provide reference for health development of Chinese medical hospitals and ethnic medical hospitals.Methods The related data from the health direct reporting network system of Xinjiang Health Department,2007-2012 “Xinjiang Health Statistics Year-book”,and samples from 3 traditional Chinese medicine hospitals and 5 ethnic medicine hospitals have been described and analyzed by some software.Results The percentage of health technical personnel in health staff in 2011 in 3 Chinese and 5 ethnic hospitals was the highest,respectively 80.91% and 83.55%. Management personnel ratio was the lowest respectively 0.34% and 2.29%.The proportion of medical workers with college degree was 47.81% and 55.23%,which accounted for the highest,while the percent-age of those with master's degree was the lowest,0.21% and 0.58% respectively.As for the title distribu-tion,the juniors took up the most,60.21% and 48.63% respectively,while the seniors were the fewest, 12.91%,5.14% respectively.The ratio of title distribution from seniors down to juniors was 1 ∶ 2 ∶ 7. When observed from professional background,the nursing professionals have the highest proportion, 45.36% and 32.74% respectively,while oral and public health professionals held the lowest percentage, 1.03%,1.19% and 0%,0.72% respectively.From the professional structure of In 2011 3 sample medical institutions of Chinese medicine personnel The percentage of medical workers with traditional Chinese medicine background accounted for only 20% of health technical personnel,and those professing in tradi-tional Chinese drug studies took up only 2.47% in 3 traditional Chinese medicine hospitals.Conclusion The distribution of human resources is not optimal and the overall quality is relatively low in 8 samples. The personnel allocation should be optimized and the professionals with high qualifications should be en-hanced to the working staff.
