失地农民社会保障体系构建探析——基于兰州市南面滩社区的调查

摘要

Based on the survey of South Beach Community of Lanzhou City,the paper discusses the construction of social security system for land-expropriated farmers.Then the positive effect of developing collective economy on the social security of landless farmers is demonstrated.Finally,it is suggested that policy construction should be promoted in the following aspects like perfecting compensation and resettlement system for landless farmers,establishing the social security found for landless farmers,defining their identities clearly and constructing multi-layer social security system.%基于对兰州市南面滩社区的调查,讨论失地农民社会保障体系的构建。论证了发展集体经济对于失地农民社会保障的积极作用,提出在完善失地农民补偿安置制度、设立失地农民社会保障基金、明确界定失地农民的身份、构建多层次社会保障体系等方面推进政策建设。
