“军事”与“国防”关系辨析--基于行政权视角考量

By constitution , law, and based on our current defense leading system , based on the perspective of administrative power "military"and"defense", the author thinks that ,"military"only refers to the internal forces ( mainly the army) directly related to war preparation and implementation of matters , and "defense"is including administrative leadership and management of the conscription , national defense education , national mobilization , civil air defense and the armed forces military activities , a comprehensive national defense system engineering .%以现行宪法、法律和我国现行国防领导体制为依据，基于行政权视角分析“军事”与“国防”关系，笔者认为，“军事”仅指武装力量内部（以军队为主）直接有关战争准备和战争实施的事项，而“国防”是包括行政机关领导和管理的征兵、国防教育、国防动员、人民防空等工作以及武装力量军事活动在内的一个综合性国家防务系统工程。
