To enhance the development of the community is the urgent need to realize the effective social governance in transformation period of China, and also the basic approach to drive the innovation of social governance system. The northern Qiangdao has effectively brought along and pushed forward this innovation through a series of measures to enhance the community development. So it has reference for the grass-root governance reform and community development.
