社会管理创新中公民利益诉求表达机制探析--以铜仁地区为例

摘要

以铜仁地区为例，试图基于公民利益诉讼表达机制来加强社会管理创新。公民利益诉求表达机制包括利益诉求表达主体（公民），公民与政府互动的制度体系及运作方式（渠道、路径），利益诉求表达客体（政府）三个构成部分。根据理性选择制度主义基本观点，探讨公民进行利益诉求表达的动机以及约束、引导因素。运用系统分析法剖析其构成部分，寻找问题根源，提出理论性对策，以完善公民利益表达机制，满足公民利益诉求，化解社会冲突，维护社会秩序，最大限度发挥公民利益诉求表达机制的社会管理功能。%This paper, taking Tongren Region as an example, attempts to strengthen the innovation of social management based on citizens’ interest appeal expression mechanism, which includes three parts: the interest expression subject(citizens), the institutional system and operating mode of interaction between the government and citizens(channels or paths) , and the interest expression object(the government). According to the basic concepts of rational choice institutionalism, this paper discuss the motivation, constraint and guide factors about citizens’ interest appeals. Besides, this paper adopts systematic analysis method to analyze its component, find the root of problems and put forward countermeasures with an aim to improve this mechanism, meet citizens’ interest appeals , resolve social conflicts, maintain social order, and give full play to this mechanism’s social management function.
