制造企业,尤其是欠发达地区中小制造企业由于其区域、规模、人才、技术等特征,其转型升级不仅依靠研发创新,而且更应依靠组织创新.欠发达地区中小制造企业转型升级的组织创新一方面是重塑企业内部组织结构,优化配置资源,激活组织内部资源;另一方面应打破企业组织边界,充分运用"众创、众包、众扶、众筹"模式整合外部资源,突破企业发展的区域和资源限制.最后,为保障组织有效运行,提出了与欠发达地区中小制造企业组织配套的管理机制.%Because of such factors as region, scale, talents and the technical capability of china's manufacturing industry, the transformation and upgrading for manufacturing enterprises, especially small and medium enterprises in underdeveloped regions not only relies on absorbing new technology to improve the technical ability, but also needs organization innovation. So, SMEs should rebuild the internal structure of the organization which can optimize allocation of resources and activate resources, and break the external boundary of the enterprise, fully utilize "Crowd Innovation, Crowd Sourcing, Crowd Supporting, Crowd Funding" model to gather resources for the the transformation development. Finally, the paper proposes a management mechanism matching with organizational structure.
