出版专业继续教育政府购买模式的构建

出版专业技术人员继续教育问题在当前以政府行政供给的方式下并没有得到完善解决。在政府宏观行政管理体制改革背景下，构建通过确定出版继续教育服务类型及可行性、通过招标确定服务机构，运用合同管理手段，对提供服务机构进行监督、评估及惩罚从而保证政府购买出版专业技术继续教育质量的模式。%With the current government supply method, the continued education of publishing professionals is not properly dealt with. Set in the background of the macro-reform of government administration, the government purchase mode for continued publishing education can be constructed and guaranteed in terms of quality by specifying the types and feasibilities of continued publishing education, by choosing education services through public bidding, and by supervising, evaluating and disciplining education services with contracts.
