行政法视野下公众参与群体性事件治理的困境、根源及路径

Public participation is an effective way to deal with the group incidents , and the line of law and law can provide the system guarantee and legal support for the public participation , and can provide effective choice for the group event management .Today, the public participation in the group event management is facing the problem of the right to know, the institutionalized channel is not smooth , the low degree of organization , we should deeply ana-lyze the root cause of the problem , from the government information disclosure , the effectiveness of public participa-tion, the organization of interest groups , such as the three aspects of governance .%公众参与是治理群体性事件的有效方法，而行政法能够为公众参与提供制度保障和法律支撑，能为群体性事件治理提供有效选择。现今，公众参与群体性事件治理面临知情权受阻、制度化渠道不畅、组织化程度低等困境，我们应深刻分析问题的根源，从政府信息公开、公众参与的实效性、利益群体组织化等三个方面寻求治理之道。
