跨境电信诈骗犯罪特点、侦查难点及措施

As a newly-developed crime, most subjec ts of telecommunication fraud crime are organized cross-border gangs. Lack of mature and effective coping mechanism leads to great difficulties in investigation. The key and difficult points of investigation on the stage should be explored on the basis of finding out current situation and features of the crime, and specific investigation measures aiming at weakness and trend of the crime should be adopted. Not only make breakthrough in detective ways and industry supervision, but also establish multi-lateral diplomacy coordination mechanism in a fast and effective manner. Only by doing both can we curb the spreading of the crime effectively and reduce the danger.%跨境电信诈骗犯罪作为新兴犯罪，犯罪主体大部分是有组织的跨境犯罪团伙，现阶段缺少成熟有效的应对机制，导致侦查工作难度巨大。应摸清跨境电信诈骗犯罪现状及特点，从中提取出现阶段侦查工作的重点与难点，并针对该犯罪的弱点和趋势，总结出具有针对性的侦查措施。不但要从自身的侦查手段、行业监管中寻找突破口，也要快速有效地建立起多边外交协作机制，只有双管齐下，才能有效地遏止跨境诈骗犯罪的蔓延趋势，减少此类犯罪所造成的危害。
