旅游开发对改善乡村社区民生、提高居民生活质量具有重要的作用，河北省作为农业大省，乡村社区依托区位、资源与市场等优势，在政策的引导与推动下，乡村社区旅游业得到了快速发展，旅游对社区生活状态、受益程度、就业规模、生活质量的民生功效认同感普遍提高；但研究表明：社区旅游开发后的居民满意度不高，以社区居民利益为核心的旅游民生功效远没有释放。坚持政府推动、社区主导与居民主体三位一体的旅游发展思路，是充分发挥旅游民生功能、释放旅游民生能量的有效策略。%Tourism development plays an important role in improving rural community livelihood and the quality of residents’life. Hebei, as a major agricultural province, has advantages of based site, resources and market. Under the policy guiding and promotion, its rural community tourism industry develops rapidly. The acceptance of livelihood efficacy of tourism on the community’s living conditions, benefit level, employment scale and life quality is generally raised. But studies show that the proportion of the residents’ satisfaction degree of community tourism development is small, and the tourism livelihood efficacy with community residents’benefit as the core has not been fully released. Insisting on the trinity tourism development of government promotion, community-driven style and residential mainstay is an effective strategy to fully exert tourism livelihood function and release tourism livelihood energy.
