乞留,即民众或官员对于即将满任或离任的官员乞求留任.虽然统治者对乞留问题十分重视,但是对于这些乞留请求却不曾全盘答应,这不仅是统治者对官员任职的全局考虑,更是对于统治秩序的维护.有时,官员受到乞留是官员深得民心的反映,更是官员政绩突出的表现,有利于官员的仕途发展.此外,乞留可以让中央了解到地方官员的真实政绩,从而对地方官员进行合理的任职安排.但是,早在北宋时期,乞留就已初生弊端,"伪乞留"现象已经出现,使得乞留现象真假难辨,南宋尤甚.%The begging to stay refers to the coming full-time or outgoing officials begging to stay.
