伊朗伊斯兰共和国在其32年的外交实践中既有一以贯之的统一性和一致性。也时刻出现矛盾性。矛盾性的根源在于宪法条款、决策者心理认同、外交理论与实践、国家利益界定、外交决策机制和领导体制，其一致性的根源在于地缘政治和国家利益。伊朗外交的矛盾性形成相互牵制的格局，彼此消耗外交资源，体现了伊朗外交中的探索性，而统一性又正好体现了伊朗外交的本质属性。没有矛盾性，外交政策就缺乏活力和动力，没有稳定性，外交政策就缺乏恒久的影响和整体效果。%During Iranian 32-year diplomatic practice, only one principle runs through it all. Sometimes it is characterized by uniformity and consistency, sometimes by contradiction. The contradiction lies from the provisions of the constitution, psychological identity of policymak practice, national interests, decision-making mechanism of foreign policy ers, diplomacy theory and and leadership system, its root-cause of consistency is geopolitics and national interests.Iranian diplomatic conflicts formed competing pattern, each consumpts diplomatic resources, reflects exploratory of Iranian diplomacy, unity reflects the essence of foreign affairs of Iran.There is no contradiction, foreign policy is lack of energy and power, there is no stability, foreign policy is lack of lasting effects and the overall effects.
