About the development strategies of a unified planning of land and sea,it is of specially impor-tant significance to carry on in-depth theoretical analyses so as to find out the subjective and objective reasons for the destruction of China’s ecological environment,and put forward a problem-solving and u-nified planning of land and sea for the promotion of a balanced and coordinated development of economy and society of China,and the maintenance of its marine ecosystem,health and sustainable development. With dialectical thinking and the principle of system theory as the main research methods,the develop-ment strategy of unified planning of land and sea under horizon of marine ecology is surveyed from multi-ple dimensions,specific ideas and methods for maintaining the ocean ecological environment and the eco-nomic and social harmonious development of China are to be put forward.%围绕海洋生态视域下海陆统筹发展战略，进行深入的学理探析，以寻找我国生态环境遭到破坏的主客观因素，提出海陆统筹解决问题的发展思路，对于促进我国经济社会的均衡与协调发展，维护海洋生态健康与可持续发展，具有特殊的重要意义。其研究方法主要采取辩证思维和系统论的原理，对海洋生态视域下的海陆统筹发展战略进行多维度的审视，从而提出维护海洋生态环境与经济社会协调发展的具体思路和方法。
