中美民航安全管理比较

摘要

Aviation safety management between China and USA was compared from development course, management organization, administration execution, safety information collection and utilization. It was found that comparing with USA, aviation safety management in China started later; CAAC is the main part in aviation safety management of China and has successfully used FAA' s experiences for references, but the functions between departments overlap or are void; the administration execution environment needs to be improved; and the safety information utilization ratio is lower. Based on this, the suggestions for improving aviation safety management in China were presented ; the aviation related departments should be cooperated more closely; and the aviation safety culture should be rooted more deeply; the aviation safety information sharing system should be established more quickly.%从发展历程、管理组织、行政执法、安全信息收集与利用等方面,对中美民航安全管理进行了比较,发现:同美国相比,我国民航安全管理起步较晚；作为我国民航安全管理主体的中国民用航空局,在机构体系和管理模式上成功的借鉴了美国联邦航空局的经验,但各部门职能存在交叉或真空现象；执法环境相对落后；安全信息资源利用率较低.在此基础上,提出了进一步完善我国民航安全管理的建议:加大民航相关部门合作力度；加强民航安全文化塑造；加快民航安全信息资源共享体系建设等.
