基于需求理论的农民工住房保障分类供应的思考

Affected by economic income ,settlement intention and their selections of residence become differentiated , and present the characteristics of the dominant demand of living away from home ,a considerable proportion between the transitional living and permanent settlement ,and the increasing demand of family living .Based on the demand theory,in order to balance the housing security supply and demand ,it is necessary to classify the migrant workers'housing security ,which is beneficial to improve the pertinence and effectiveness of housing security , promote the migrant workers'citizenization , and cut the cost of housing security .Therefore , it is essential to classify migrant workersh'ousing security , encourage the settled farmers to own houses through policy mix , improve the employed farmers'housing conditions through the supply of public and private rental houses , promote the employed farmers'transition to settled farmers ,and focus on building family houses .%受经济收入、定居意愿等方面的影响，农民工的择居行为出现分化，并呈现出寄居需求占主导、过渡性居住和永久性定居需求比例相当、家庭式居住需求日益增多等新特征。基于需求理论，对农民工住房保障进行分类供应是住房保障供需平衡的需求，有利于提高住房保障的针对性和有效性、推动农民工市民化、降低住房保障成本，因此应分类管理农民工住房保障，通过政策组合鼓励定居型农民工拥有住房，以公租房和市场租房为主体提升就业型农民工居住质量，促进农民工从就业型向定居型转变，重点建设家庭式住房。
