海洋意识是公众对海洋的自然规律、战略价值和作用的反映和认识，是特定历史时期人海关系观念的综合表现。从心理意识的角度对海洋意识进行有效理解和界定，通常可以区分出三个层面的内容：海洋认知、海洋情感、涉海行为意向。海洋意识与公民意识的概念也存在密切的关系。从公共政策角度提出的海洋意识观念多和公民意识紧密相连；通常把海洋意识看成是公民意识的重要组成部分。从知识生产的角度看，海洋意识也是学科意识的一种，虽然目前尚未形成论述海洋意识的系统理论学说，海洋意识问题的研究对象和研究方法也还没有形成统一的意见。但是，从理论建设与学科发展的角度来推进海洋意识研究，必然是一种科学发展的路径。%Marine consciousness is the public's awareness of ocean's natural laws ,strategic values and functions ,and a comprehensive reflection of the ideas of people‐ocean relationship in specific historical pe‐riods .From the perspective of psychological consciousness ,marine consciousness can be divided into three dimensions :marine cognition ,marine feelings and marine‐related behavioral intention .Marine conscious‐ness also has a close relationship with citizen consciousness .The opinions of marine consciousness related to public policy are tightly connected with citizen consciousness .From the perspective of knowledge pro‐duction ,marine consciousness is a type of disciplinary consciousness ,although it has not formed a system‐atic theory or consistent conclusion concerning the research objects and methodology .However ,it is an necessary scientific route to prompt the marine consciousness study from the perspectives of theoretical construction and disciplinary development .
