介绍了美国参众两院2013年农场法案立法进展，从整体上比较了两个版本农场法案支出结构及变化趋势。对美国参众两院2013年农场法案12大类农业支出进行了整理，比较了两者之间的差异，总结出美国农业国内支持政策的特征。研究发现，美国将会取消农业直接补贴，削减营养补贴，但是会增加对乳品、水稻、花生以及特色农作物的支付力度，更加重视农业风险管理、农业环境保护、农业信贷、农业科技研发和推广、新入农民培训等项目支出。在预算削减的约束前提下，美国农业的国内支持力度不降反升。美国参议院农场法案对农业生产、农产品价格和农产品消费保护力度要大于众议院农场法案。%The paper introduces 2013 Farm Bill legislation progress of the United States of America ,compares direct spending changes of the Senate 2013 Farm Bill with the House version .It also sorts out main coverage and compares differences of every subtitle in each farm bill .Main characteristics of the agricultural domestic policy of the domestic agricultural support policy of the United States of America are concluded .It is revealed that the Unit-ed States of America will eliminate direct payments ,reduce nutrition outlay ,but strengthen support to dairy ,rice , peanut ,and specialty crops production .Federal agriculture budget will be biased toward agricultural risk manage-ment ,conservation ,insurance ,rural credit ,research and extension ,and beginning farmers and ranchers training programs .Domestic Agricultural support of the United States of America will be intensified ,given the background of budget restrict .The Senate 2013 Farm Bill is more conservative than the House version and provides agricultur-al production ,price and consumption with intensified protection .
