加拿大内部责任体系:运行机制·理论基础·经验借鉴

         

摘要

The research of the operating mechanism of the internal responsibility system in Canada aims at ex-ploring the future direction,means and methods of improving occupational safety and health management in Chi-na’s enterprises.Using the method of literature review and comparative analysis,the organizational structure, operating mechanism,internal logic and theoretical basis of the internal responsibility system of enterprises in Canada are analyzed,and its significance for improving the occupational safety and health management system in our country is also analyzed.The result shows that under the tripartite mechanism of policy,enterprise and staff, the internal responsibility system pays attention to the initiative of enterprises and employees,the source of acci-dent prevention,continuous improvement under the principle of due diligence.The significance of Canada’s in-ternal responsibility system for the occupational safety and health management is to promote the further develop-ment of self -management of enterprises,and in the process to achieve continuous improvement from the legisla-tion,streamlining administration and delegating power to the lower levels,efficient law enforcement,giving en-terprises the main responsibility,and regulating occupational safety and health management programs.%加拿大内部责任体系运行机制研究目的在于探索未来我国职业安全健康管理改进的方向、方式、方法。研究运用文献综述和对比分析方法,对加拿大企业内部责任体系的组织架构、运行机制、内在逻辑及理论基础进行剖析,并就加拿大内部责任体系对我国完善职业安全健康管理体系的借鉴意义进行分析。研究表明,在政策、企业和员工组成的三方机制下,内部责任体系注重企业和员工的主观能动性的发挥,注重事故源头预防,注重尽职尽责原则下的持续改进。加拿大内部责任体系对我国职业安全健康管理工作借鉴意义在于,推进企业自主管理深入发展,并在此过程中从立法、简政放权、高效执法、落实企业主体责任、规范企业职业安全健康管理方案等方面持续改进。
