高校安全稳定工作长效机制研究

         

摘要

高校安全稳定工作长效机制主要包括工作理念引领、工作主体分析、刚性和柔性运作机制以及激励和保障研究等内容。工作理念包括以师生为本、以服务为本、安全第一预防为主三个方面;工作主体的外在形式要求内外协同、内在要求是素质的不断提升;安全稳定的“刚性”运作主要是要加强安全防范体系建设以及提升应急处置能力;“柔性”运作主要是加强安全宣传以及沉淀安全文化;激励和保障机制则在“活化”与“固化”安全稳定工作的过程中促进其不断完善和提升。%This research explored the long-term mechanism of security and stability in colleges and universities involving work concept, subjectivity analysis, rigid and flexible operating mechanism and incentive and guaranty system. It assumed that the work concepts include faculty- and student-oriented service, safety first and prevention priority, with the subjectivity to coordinate its internal and external quality, and that the rigid operating mechanism emphasizes the system of security and prevention as well as the emergence responsiveness while the flexible operating mechanism highlights public security literacy and safety culture, and that the incentive and guaranty mechanism aims to enhance the quality of the flexible and regularized security and stability work.
