通过对四川省蓬溪县细坝村养老保险情况的问卷调查，结果显示，家庭养老是该区域老人养老的主要方式，养老保险的购买以基础型新型农村养老保险为主。受经济水平制约，社区养老保险在本地难以推行，且与周边及城市养老水平差距较大。农村老人的家庭地位、收入组成、受照料情况等变化明显。调查区域人群购买的养老保险存在问题包括：新型农村养老保险保障水平低、商业养老保险发展欠缺、农村养老保险资金筹集渠道较为单一。农村养老保险发展出路有：(1)完善农村养老保险相关法律法规，做到农保工作有法可依；(2)进一步发展社会主义市场经济，增加农村养老保险筹资渠道；(3)加强政府财政补贴，提高农民参保积极性。%After a survey was made of the old age insurance in Pengxi County of Sichuan province,it is found that family support remains to be the chief means for the old age care in the area.Those who did purchase old-age insurance could chiefly afford for the basic type of new rural old-age insurance.Restricted by the poor economy,the community endowment insurance finds difficult to carry out,and lags far behind the neighboring areas and urban districts.Rural elderly people’s family status, income composition,whether or not they are under proper care have all undergone significant changes.The surveyed areas are found to have the following problems:the new rural pension system has a rather narrow range of coverage;the insufficient popularization of commercial endowment insurance;the channels for finding rural endowment insurance funds are relatively too few.Solutions:(1)to perfect the relevant laws and regulations regarding rural endowment insurance thus the job of agricultural insurance can go by laws of its own;(2)to further develop the socialist market economy thus to diversify the financing channels for rural old-age insurance;(3)to step up government financial subsidies so as to improve farmers’enthusiasm for old age in-surance.
