According to strategic deployment of marine power proposed by the Central Committee and construction of marine economy that put forward by Outline of Jiangsu Province in the 13th Five-Year plan, Jiangsu should actively be involved in the “The Belt and Road Initiatives”, enhance the marine economic development, strengthen ecological environ-ment protection, promote the ability of domestic and foreign development services, expand “blue economy” space, and fo-cus on the promotion of function, quality and efficiency. Based on characteristics of open, non-equilibrium and nonlinear with marine economic system, guided by the theory of dissipative structure, Jiangsu should promote the marine economy system to be new, dynamic and orderly in development path. Meanwhile, Jiangsu must take the construction of modern marine industry system and the development of transformation and upgrading to be the main line, actively explore the space development strategy, adjust and optimize the structure of marine industry, increase the strength of marine science and technology personnel training, and implement marine ecological environmental protection measures. We should strives for building Jiangsu into Marine economic province which possess characteristics of high level development, desirable in-dustrial structure, strong service function and great ecological environment.%围绕中央提出的海洋强国战略部署及《江苏省“十三五”规划纲要》提出的建设海洋经济强省战略，江苏应积极对接并融入“一带一路”建设，增强海洋经济发展动力，加强生态环境保护，提升对内对外开发服务能力，拓展蓝色经济空间，聚焦功能提升和提质增效。研究根据海洋经济系统开放性、远离平衡态和非线性等特点，以耗散结构理论为指导，分析了江苏海洋经济系统形成的动态有序的耗散结构。江苏必须积极探索空间开发战略，以现代海洋产业体系建设和发展转型升级为主线，调整并优化海洋产业结构，加大海洋科技人才培养力度，实施海洋生态环境保护措施，力争把江苏建设成为发展等级高、产业结构优、服务功能强、生态环境好的海洋经济强省。
