Due to joint wisdom and. efforts devoted by scholars, the public and politicians, it has now been raised to a height that exerts certain influence on governance strategy of ruling party. The emergence of inclusive growth theory offers new strategic direction for disintegrating urban-rural dual structure. Transfer strategy, absorption strategy and dis- integration strategy combine to serve as strategic alternatives for the time being.
