“撤乡变村”后的环境问题及其分析∗

China′s revocation of town ( county) government and resuming of village administration highlightsen¯ vironmental problems in the short run. Environmental problems should be managed differently between urban and rural areas. After the revocation of township, urban administration has shifted to village administration in the o¯ riginal towns. However, the restored villages are different from the″resident villages″in size, population structure and life style. The integration of urban and rural areas is expected to solve the environmental problems in ″resi¯ dent village″, while the administration needs to adapt to the local conditions. In the″urban and rural integration″, moderate differentiation in urban¯rural administration also should be carried on.%撤乡并镇后，乡(镇)政府撤出后原集镇的建制降格为村，短时间内环境问题突出，环境管理呈现“城乡分治”的特点，“撤乡变村”后，原乡集镇的管理方式从城镇管理转向村级管理。但“驻地村”的街区规模、人口结构、生活方式与纯粹的农村不同，由此产生环境管理问题。城乡一体化可望解决“驻地村”的环境问题，但城、乡环境管理仍应因地制宜，在“城乡一体化”中坚持适度的“城乡分治”策略。
