养老服务政策的质量评析--基于“福利效能”视角

The understanding to the aged service quality criteria of our country is biased,consider if reasonable arrangements for services can improve the welfare of the elderly,which affects the complete of aged service system.Therefore,improving the quality of care services policy evaluation system is particularly important.In this paper,analysis the aged services policy quality of j udge elements under effectiveness of welfare perspective.Including play an intermediary role of social organizations to improve the supply of body;process optimization services from the resource coordination,human resources arrangements,process management,etc.;through within a third party to improve assessment methods.%我国对养老服务政策质量评判标准的认识有所偏差，认为若合理安排服务主体就能提高老年人的福利水平，这影响了养老服务体系的完善。因此，完善养老服务政策质量的评价体系就显得尤为重要。本文以福利效能为视角对现有养老服务政策质量的评判要素进行分析，包括发挥社会组织的中介作用来完善供给主体；从资源协作、人力资源安排、进程管理等方面优化服务过程；通过引入第三方来改进评估方法。
