积极老龄化政策是世界卫生组织基于"健康""参与""保障"三大维度提出的,包括健康和社会服务、个人行为、个人身心、物理环境、社会、经济共六大指标体系.我国养老服务在经历了孕育、探索、发展的三个阶段后,目前主要存在着养老服务供需不平衡、养老服务内容单一、主管部门交叉重叠、养老服务市场运营不充分、专业化队伍不足等问题,需要从积极老龄化的视角对以上问题加以解决,即构建起包括老年养老需求测算机制、多维养老服务供给体系、养老服务供给监管体系、多元化养老服务支持体系在内的养老服务模式.%Active aging policies include six indicators of health and social services, personal behavior, individual physical and mental, physical environment, society and economy. After three stages of gestation, exploration and development, the problems of pension services in our country mainly involve the imbalance of supply and demand of pension services, the single content of pension services, the overlap of competent departments, the inadequate operation of pension service market and the shortage of specialized teams. The above problems need to be solved from the perspective of active aging. In other words, the multi-dimensional pension service model should be designed based on the differentiated needs, including the construction of an aging pension estimation system, the multi-dimensional pension service supply system, the pension service supply regulation systemand service support system.
