Solutions to security issues in universities should be sought from different perspectives when campus safety is always challenged by various emergencies that are difficult for prevention as well as imperfect policies related to the problem, of which new public management theory may offer a new approach where ideas of market orientation and customer orientation are to be applied to address existing problems.The solutions include a market-driven mechanism, fair competition between the third parties for management improvement;a student-oriented principle with emphasis put on students' satisfaction and promotion of security staff's sense of service.%高校安全问题存在着突发性和难防范性等特点,而我国对高校安全管理的有关政策还不够完善,因此,需要从更多的视角来研究解决安全问题的相应对策.从新公共管理的视角来研究高校安全管理问题,就是希望能将新公共管理理论中的市场导向、顾客导向等思想理念运用于高校安保工作,其对策是:高校安全管理走市场化道路;借助第三部门,通过公平竞争以提高管理效能;强调"以生为本",重视学生的满意度;提高安全管理人员的服务意识.
